Strategy for tech-enhanced learning launched by Higher Education Funding Council for England

The Higher Education Funding Council for England has published ‘Enhancing learning and teaching through the use of technology – a revised approach to HEFCE’s strategy for e-learning’.

This revised approach follows an independent review of the strategy and is designed to provide further support to higher education institutions as they develop their own e-learning strategies.

The new approach is intended to support institutions in considering where they may wish to prioritise their technology-related investment over the next few years, and to develop appropriate institutional learning and teaching strategies. Support and guidance is available from the Higher Education Academy and the Joint Information Systems Committee (JISC). Findings from the review, which was carried out with the support of the Higher Education Academy and JISC, suggested the strategy has been useful in motivating institutional activity, but that some of the information has become outdated, given the current level of maturity in e-learning in the sector.

In order to assist institutions in achieving their strategic aims for enhancing learning and teaching through technology, the document suggests a framework focusing on: pedagogy, curriculum design and development; learning resources and environments; quality; and research and evaluation.

John Selby, HEFCE Director (Education and Participation), said:
‘Our emphasis is on recognising that technology has a fundamental part to play in higher education, and that it should now reflect commitment from senior management in institutions within an institutional context. Our revised approach to e-learning will contribute to the Government’s aim to position the UK at the front of technology-enhanced learning internationally, and continue to build a knowledge-based economy.’

David Sadler, Director of Networks at the Higher Education Academy, said:
‘The Higher Education Academy is pleased to have been involved in this review and the revised policy statement, and its emphasis on enhancement is one that highlights how technology can be used by practitioners to support students in their learning. It focuses on the benefits and the outcomes from using technology to support learning, teaching and assessment, which will be different in each institution, and could make a real difference to the learning experience of students across all higher education institutions.’

‘JISC welcomed the opportunity to work with its partners to contribute to this review, and suggest how technology can enhance teaching and learning to assist in the delivery of higher education institutions’ strategic missions.

‘Part of this strategy is already beginning to take shape through the current investment being made in the open educational resources pilot. This work aims to open access to high-quality education resources on an international scale. It shows a new approach to virtual education, and will help to maintain the UK’s position as a global leader in online learning.’

The Higher Education Funding Council for England (HEFCE) distributes public money for teaching, research and related activities. In 2008-09 HEFCE will distribute over £9 billion to universities and colleges in England. The Higher Education Academy works with universities and colleges, discipline groups, individual staff and organisations to help them deliver the best possible learning experience for students.

JISC is a joint committee of the UK further and higher education funding bodies and is responsible for supporting the innovative use of information and communication technology to support learning, teaching, and research. It is best known for providing the JANET network, a range of support, content and advisory services, and a portfolio of high-quality resources.

World’s education community gathers to drive improved use of technology in learning

The Learning and Technology World Forum (LATWF), a major international conference on technology in learning, opened today, Monday January 12th, in central London with a call for greater co-operation between countries to ensure technology is benefiting learners world-wide.

The Forum is designed to assist educational policymakers and leaders from all over the world in the development of strategies and policies that will enable technology to be used more effectively and efficiently in education.

The Forum has attracted over 500 participants – representing over two thirds of the world’s population – who are actively engaged in policy development and implementation of technology in learning, and over the three day period will be the largest gathering of its type in the world. At the event, UK Schools Minister, Jim Knight will welcome ministers, policymakers and practitioners from over 60 countries.

The event is hosted by Becta, the UK government agency driving the effective use of technology within learning. Describing the Forum, Stephen Crowne, Becta’s Chief Executive said: “The Learning and Technology World Forum provides a rare opportunity not just to debate the policy and application of technology in learning, but also to signal that the education community, individuals, commerce and the world at large all stand to benefit from its effective application”.

“The UK has long championed the development of better and more effective use of technology in education. Greater international co-operation will stimulate new ideas and opportunities for us all to learn from each other concerning our own respective national experiences, which ultimately will transform policy into practice and provide real benefits to educators, learners and governments everywhere.”

The event will include addresses by a number of high profile speakers, such as Andreas Schleicher, Head of Indicators and Analysis at the Organisation for Economic Co-operation and Development (OECD), Mmasekgoa Masire-Mwamba, Deputy Secretary-General of the Commonwealth, and Richard DeLorenzo, who is renowned for his work in education reform in the USA.

Participants will also have the opportunity to attend workshop sessions which showcase innovative practice and new research. Some examples of the workshops include: “using effective online learning to deliver large scale skills improvement”, “transformation needed – trends in ICT and global economic trends”, and “assessing 21st Century skills, national efforts and issues.”

In addition, participants will be able to elaborate on their participation both during and post the event through engagement with a dedicated online collaboration website which has been designed in conjunction with GetIdeas.org specifically to assist participants in their information exchanges with other participants during and after the event.

LATWF builds on last year’s international seminar “Moving Young Minds”, at which UNESCO launched the international ICT competency standards for teachers. The event is being run in partnership with BESA (British Educational Suppliers Association) and the British Council. It takes place between 12 and 14 January 2009 at The Queen Elizabeth II Conference Centre, London, and it is designed to link with BETT, the educational technology show at Olympia (14-17 January). It is being run in partnership with the Department for Innovation, Universities and Skills (DIUS) and the Department for Children, Schools and Families (DCSF), and it has support from major sponsors such as Cisco, Intel and Microsoft.

The Learning and Technology World Forum is a global platform for information exchange among key policy makers and practitioners whose primary areas of focus involve the design of policy and implementation of programmes to ensure effective application of technology within education. For 2009, the event theme is “Next Generation Learning” with three sub themes covering 21st century skills, 21st century leadership and an education workforce for the 21st century.

New online service offers free and impartial IT advice to start-ups and small businesses

UK – 14th January, 2008 – A free service to help start-ups and small businesses increase their productivity and competitiveness through technology is now available to companies based in Yorkshire & Humber, the South East and the South West regions of England.

The Business IT Guide was developed by e-skills UK in collaboration with market leaders such as Oracle, EDS, IBM, Accenture, Cisco, Microsoft, HP, Smart421 and BT, and has been tested extensively with small businesses.

The Guide is a user friendly online tool that helps businesses access a wide range of high quality, independent advice to help them fully exploit technology.  Advice includes:

  • everything a new business needs to know – from complying with legislation to security;
  • where to go for trusted information;
  • how to properly introduce and manage technology;
  • how to deal with the resource implications: cost, training, time; and
  • how to plan for growth and changing needs.

There are five separate routes to advice and information via the Guide:

  1. a self help tool – designed to help those unsure of their ICT needs;
  2. facts – designed to encourage people to take action;
  3. hot tips – designed to have an immediate impact;
  4. The Guide library – with all 72 Business IT Guides listed; and
  5. search facilities.

Keri-Ann Davies, Business Adviser for the Welsh Assembly Government, said:

“In the past I have made use of the Business Link website and found the best practice IT advice very useful.  The Business IT Guide seems to provide more advanced information than was previously available through Business Link, and also includes the built in search facilities and links.  I found it extremely informative.”

Becta says Learning with technology gets the right results

Becta, the education technology agency, is urging schools to improve the way they use technology to support learning, as evidence continues to build around the positive impact on GCSE results and grades.

Research reveals that schools that embrace technology see a significant improvement in GCSE results compared with those that do not. Key findings from six years of research by Becta include:

* school ‘e-maturity’ – where technology is integrated across the curriculum and wider school life – is statistically linked to lower absence rates and higher points and percentage A*-C grades at GCSE

* in GCSE science, the average gain from ICT use is 0.56 of a grade (in 2002, 52,484 pupils moved from grade D to C as a result of using technology in their learning)

* schools making good use of broadband and connectivity demonstrated a statistically significant improvement in the percentage of pupils gaining 5+ A-Cs at GCSE in the year after broadband introduction

* a study of young people’s ICT use in the home showed a significant positive association between pupils’ home use of ICT for educational purposes and improved attainment in national tests for maths and English GCSE

* the introduction of interactive whiteboards results in pupils’ performance in national tests in English (particularly for low-achieving pupils and for writing), maths and science, improving more than that of pupils in schools without interactive whiteboards.

Stephen Crowne, Chief Executive of Becta said:
“The evidence is clear; when schools use technology effectively, it can have a direct impact on pupil attainment and results. As pupils across the country find out their GCSE results, schools need to think about whether grades could be improved even further by better use of technology. We know that currently only 20 per cent of schools are using technology effectively right across the curriculum, which means there is real potential out there to improve results and raise grades if schools take full advantage of the benefits technology can bring.

“Schools should make the most of the Internet, mobile phones, interactive whiteboards, school radio stations, blogs, podcasts and video conferencing, helping to create a stimulating and engaging environment for their students.”

It’s not just pupils that see the benefits of better use of technology. The majority of teachers feel that technology in the classroom has a positive impact on the engagement, motivation and achievement of their learners. Technology also has the potential to provide parents with more timely information about their children’s work and progress, for example via secure on-line access, so they can in turn support their children.

ELearning ESL and English Language Learning

Without a doubt, today’s world is knowledge-based and depends on the rapid exchange of information. Countries that are equipped with the technology and knowledge to participate in the new electronic world are major players in its socio-cultural and economic developments. Education is changing, too. With the advent of multimedia technologies and the Internet, it is now possible to reach people who would otherwise have no access to certain courses or educational opportunities.

Electronic learning, or eLearning as it has come to be known, makes use of the Internet and digital technologies to deliver instruction synchronously or asynchronously to anyone who has access to a computer and an Internet connection.

By some estimates, between 800,000,000 and 1,500,000,000 people world-wide understand English. Approximately 350,000,000 people use English as their mother tongue (mainly in the United Kingdom, the USA, Canada, Australia, New Zealand, Ireland, and South Africa). Some 400 million use English as a second language (in countries such as Ghana, Nigeria, Tanzania, Pakistan, and the Philippines). At least another 150 million people use English with some degree of competence. Furthermore, it is an official language in more than 60 countries (Crystal 1992, p.121). With such a large number of people using English, it is not surprising that English has become the lingua franca of the modern world.

In the current state of affairs, the global dominance of English in commerce, science, and technology has created the need for an ever increasing number of people to learn to communicate in the English language. There is a market demand for English courses on a global scale, and the English language teaching industry is thriving.

As English is experienced across different linguistic contexts, it may be experienced primarily as a language of education, or higher education, as well as in official contexts, popular culture, and the local vernacular. It may be regarded as a language of social and economic advancement, or it may be seen as an imposition or a necessary evil. However it is seen, the English language is used across the globe in countless contexts to very different effects.

Thus, proficiency in English is seen as essential for participation in the global arena, particularly in the economic domain, in which transnational corporations conduct business and trade beyond the national borders. In addition, the global spread of the English language is further facilitated by American media products of mass communication such as videos, music, news, magazines, TV programs, and so on. The dominance of English on the Internet reinforces the flow of international information in English, and affirms the structure of global communication. English is the most widely used and taught language in the world, and it is accepted easily almost anywhere.

Second-language acquisition and intercultural learning can be greatly facilitated through e-Learning. At present, e-Learning is itself becoming an important global business not only in the commercial sector, but also in the support that national governments are giving to educational institutions to increase their export income. There is a drive for change brought on by technological innovation to which governments and institutions of higher learning are responding at a rapid pace.

Learn Skills aims to address these needs outlined above through the provision of web-based language learning in English initially, and then to expand this range.

British government has invested more than any other government in Interactive Whiteboards

UK – 5 September 2008 – This fact was highlighted in a  recent research study, funded by the Economic and Social Research Council and carried out by Sara Hennessy and Rosemary Deaney, University of Cambridge, Faculty of Education, 184 Hills Road, Cambridge, CB2 8PQ.

‘These IWBs(interactive whiteboards) have had a meteoric rise in popularity in schools,’ says Sara Hennessy who carried out the project with Rosemary Deaney of Cambridge University. ‘But, until recently, assumptions about how they have transformed teaching were not based on hard evidence.’

The system consists of a computer linked to a data projector and a large touch-sensitive board, which displays images, graphics, animations and videos. You can write captions directly onto the board and instantly convert your handwriting to type. You can create suspense by hiding and revealing text and graphics.  They can also be used with a special camera so that pupils can develop their own written ideas and images, and then share them with the class by projecting their work onto the IWB.

‘We explored how teachers might use projection technology to give space, time and status to pupils’ contributions to lessons. We wanted to look at the ways in which it could be used to challenge and develop pupils’ thinking,’ Dr Hennessy says. The research also discusses the dangers of technology-driven teaching and warns that time constraints can lead to superficial use of the technology.

In the study, English, history, mathematics and science teachers used interactive whiteboards and data projectors in various ways.

  • Circling and highlighting make complex ideas more concrete and draw attention to particular features
  • Spotlighting, enlarging and zooming can help to investigate detail and keep attention on key concepts
  • Dragging and dropping are used to classify objects.

A unique strength of IWB technology is that it allows teachers and students to revisit previous sessions of saved activity, which helps to reignite and build on earlier learning. The researchers also found that using IWBs can:

  • Provide new opportunities for learners to express themselves publicly, receive critical feedback and reformulate their thoughts.
  • Stimulate discussion.
  • Allow teachers to adapt to individual learning needs.

The project has provoked interest from academics, trainees and teacher educators. A series of 5 interactive CD-ROMs have been developed for teachers. These are designed to stimulate debate around key issues rather than offering models of ‘best practice’ and they are already proving influential in teacher education. The researchers are confident that the project will be welcomed by policymakers seeking a return on investment.

‘We have shown that in the right hands the IWB can be a motivating and immensely powerful tool,’ says Dr Hennessy. ‘It allows teachers and pupils to build and test complex ideas together, and supports active learning in new ways.’

Teachers Divided Over Merits of Facebook and YouTube in the Classroom

UK – 5th September, 2008 –  Teachers are split over the merits of Web 2.0 tools in the classroom, according to research conducted for ntl:Telewest Business. Half of teachers questioned believe that Web 2.0 applications, such as Facebook, MySpace, YouTube and Wikipedia are valuable educational tools, yet the rest felt they are a distraction with no real academic benefit.

Tech-savvy parents are the biggest advocates of Web 2.0 in schools and colleges.

This confusion over the advantages of Web 2.0 tools in the classroom can be linked to teachers being in the dark when it comes to next generation applications. A fifth of all teachers polled felt that when it came to Web 2.0 tools, they lacked the knowledge or training to integrate them into their lessons. Another key barrier to their adoption in the classroom proved to be security concerns. Almost a quarter of teachers worry about the amount of personal information that students disclose online and their behaviour when using social networking sites.

Tech-savvy parents are the biggest advocates of Web 2.0 technologies, with two thirds of parents feeling that the tools were useful for engaging and teaching children as they encouraged creativity and helped students to develop their communications skills.

Dave Alderson, Public Sector Specialist, ntl:Telewest Business, said: “Web 2.0 has really crept up on the school system as social networking sites,blogs and YouTube have become a global phenomenon in a relatively short space of time. Many of today’s pupils live and breathe this technology, using applications such as instant messaging, Facebook, MySpace and Wikipedia every day to create content, communicate and collaborate with people worldwide. Whilst security is a valid concern, there are measures that can be put in place to address this.”

“Schools and colleges need to ask themselves if they are living up to the expectations of the digital generation. The interactive and collaborative nature of Web 2.0 tools is ideal for engaging children in the classroom and nurtures the skills and enthusiasm they have developed at home.”

According to the study, next generation applications are now an integral part of children’s personal lives:
– 54 per cent of 13 to 18 year-olds use YouTube in their spare time
– Half use social networking sites
– 47 per cent use Wikipedia

When children were asked what Web 2.0 tools would be useful at school:
– 44 per cent stated Wikipedia
– 35 per cent chose instant messaging
– 34 per cent said YouTube

However, less than a fifth of teachers used Wikipedia as a resource in classrooms and only five per cent used YouTube. Even general internet information sites only scored 14 per cent of teachers’ votes, despite the fact that almost a third felt the internet had added the most value to education.

Mr Alderson added: “Our study reveals that there is a Web 2.0 chasm between the tools that children would like to see in the classroom and what teachers are actually using. The key to using these tools effectively though, is having the right infrastructure to deliver them. Schools and colleges need to have a robust Next Generation Network (NGN) in place that can provide sufficient bandwidth and resilience to support media-rich applications and offer the necessary foundation for a collaborative, digital environment.

“Some schools and colleges are in the early stages of adoption and it is only a matter of time before Web 2.0 takes on a more extensive role in the classroom. Whether using YouTube to view the latest videos from around the world in geography, or visiting Facebook sites to collaborate with other students, schools need a provider that can help them plan, design, and implement the technology required to deliver to the digital generation, the interactive education they demand.”

LM Research interviewed 1,500 teachers, parents and students nationwide. The teachers were based at secondary schools, sixth form colleges and Further Education colleges. The parents questioned had children aged 13 to 18 years old and the children surveyed were aged 13 to 18 years old.

When Should a Company Consider Using e-Learning?

Most companies need to provide some sort of training or instruction to their employees, customers and suppliers.  This is especially true for technology-based organisations.  Typically these companies provide needed training by sending people to colleges, holding in-house training classes, or providing manuals and self-study guides.  In some situations it is advantageous for them to use e-Learning instead of the traditional training.

“Companies need to be aware of both the advantages and disadvantages of e-Learning”, according to Sean Griffin, Co-Founder of Learn Skills, the web-based skills and compliance training company.  “e-Learning needs to be understood for employers to maximise the benefits associated with this training.”

e-Learning, has many advantages over traditional classroom training for the employees in a company, customers using a product, or students in school. These advantages include:

  • Better than reading the manual – more interactive and engaging
  • Cost-effective – up to 60% more cost effective than traditional training
  • Practical – where employees are based countrywide or globally
  • Standardized learning – more consistent delivery of training

There are some drawbacks on using eLearning:

  • Need access to computer – at home or at work
  • Some need access to Internet and broadband
  • Must know who to use computer – user must be somewhat computer literate
  • Personnel resistance – phobias concerning using computers and tecnology
  • Must be well-done – else it’s like being thought by a poor teacher

Businesses make most sound decisions based on potential return-on-investment (ROI). It is assumed that the company has already determined that training their personnel and/or customers is a value-added activity.   Now, the question is whether or not e-Learning is the best route to take.

Criteria for deciding on using eLearning include:

  • Cost and practicality of sending learners to class
  • Availability of computers and literacy of learners
  • Development cost versus number being trained

Weighing these issues, an effective and informed decision can be made.  Companies should consider using eLearning when it is cost effective and practical and when they want standardized training.  PCs must be available, students must not resist using the PCs, and the e-Learning material must be informative and engaging to provide the best results.

The Importance of Soft Skills

Soft skills refer to a very diverse range of abilities such as:

  • Self-awareness
  • Analytical thinking
  • Leadership skills
  • Team-building skills
  • Flexibility
  • Ability to communicate effectively
  • Creativity
  • Problem-solving skills
  • Listening skills
  • Diplomacy
  • Change-readiness

Many people often refer to ‘soft skills’ as ‘people skills’ or ’emotional intelligence’. Hard skills are the technical abilities required to do a job or perform a task: essentially they are acquired through training and education programs, like those offered by Learn Skills.

Importance of Soft Skills

According to psychologist Daniel Coleman, a combination of competencies that contribute to a person’s ability to manage his or herself and relate to other people-matters twice as much as IQ or technical skills in job success.

Results of a recent studies on the importance of soft skills indicated that the single most important soft skill for a job candidate to possess was interpersonal skills, followed by written or verbal communication skills and the ability to work under pressure.

A constantly changing work environment – due to technology, customer-driven markets, an knowledge-based economy and globalisation that are currently impacting on the structure of the workplace and leading to an increased reliance on, and demand for, soft skills.

Soft skills are not a replacement for hard- or technical-skills. They are, in many instances, complementary, and serve to unlock the potential for highly effective performance in people qualified with the requisite hard skills.
